三年来，移民局接收的移民案件已远远超过了移民局对案件的审理能力，也远远超过了魁北克对外来移民的需求。经济类移民，包括技术工人和企业家，每年接收的案子已从2008年的约3万例增长到了2011年的约65000例，增长幅度一倍有余。这种情况下，新案件接收以后3年才能开始审理，这个周期显然很不合理。而且，案件的长期积压对移民局甄选符合魁北克劳务市场要求的工人是不利的。
在昨日发表的2012-2013预算的演讲中，财务部长称在接下来的几周出台的各项法律条款中将包含对魁北克移民法更改的内容，移民部长将有权根据需求对移民案件的接收和审理作出相关决定。
同时，移民局自2012年3月21日起建立一套管理系统，分时期对新移民案件的接收量设定限额，种类构成及最高接收限额将会按时期调整。截至2013年3月31日，可被接受的技术移民申请分为两类：
1. 无接收数量限制
- 申请人持有的学历，符合魁北克高级研究对受训领域的要求（加分12-16）；
- 有MICC认可的job offer；
- 获得魁北克学历的临时工作人员或留学生，及其他允许递交申请的人员（包括住家保姆）；
2. 上限14300个案子
- 申请人持有的学历，符合魁北克劳动领域对相关受训领域的要求（加分6）
- 持有魁北克学历，不属于第一类（加分2）
因此，专业不符合魁北克劳动领域需求的申请人，即在受训领域不能加分的申请人，将不能申请这一时期的魁北克技术移民。
投资类移民同样受到影响，2013年3月31日前，移民局将只接收2700个新案子，企业家移民只接收215个，自雇移民此期间也可以继续申请。
此期间，家庭团聚和人道主义移民不会受影响。
自2012年4月1日起，技术移民的申请费用将从406加币增加至750加币。
魁北克会继续接收新移民，2012年至2015年每年接收50000个新移民的数量不会改变。移民局此次出台的政策旨在减少移民案件的积压量。移民是魁北克的一项财富，关系魁北克的发展，因此，政府支持更好的管理途径并付诸实施，这将有助于：
更快地甄选魁北克特别需要的技术工人；
根据魁北克对移民的需求和案件处理能力进行管理；
提高案件处理效率，减少案件积压。

Speech on the 2012-2013 Budget
The Ministry of Immigration and Cultural Communities will limit the reception of new Certificate of Selection applications to reduce its treatment delays and select more rapidly the candidates of economic immigration
Since three years, the Ministry receives large volumes of Certificate of Selection applications that exceed by far the capacity of treatment, and the needs of selection of Québec. In the economic immigration category - which contains the qualified workers and the business people - the number of files received annually has passed from approximately 30 000 in 2008 to 65 000 in 2011, which represents more than double. The situation is as, in following cases; the analysis of a file will not start until three (3) years after its reception. For a decision to array a capital importance in the life of the candidates, and of their families, this waiting time is unreasonable. Furthermore, these long delays harm the efforts of the Ministry to secure the selection of qualified workers candidates with the needs expressed by the Québec labor market.
In his speech on the 2012-2013 budget, presented yesterday, the minister of Finance has announced, in respect, that an omnibus law project deposited in the course of the following weeks will contain a disposition modifying the law on Immigration in Québec; this disposition will be retroactive on March 20th, 2012, and will entitle the minister of Immigration and Cultural Communities to take a relative decision on the reception and treatment of Certificate of Selection demands. This decision, broadcasted on the website of the Ministry as of March 21, 2012, is taken in subject that the National Assembly of Québec adopts a retroactive legislative decision at the date of the speech on the budget which would include such a disposition
Management of the demand
As well, the Ministry established as of today, March 21, 2012, a management system for the demand which will allow establishing, and diffusing in advance the maximum volume of new Certificate of Selection demands which will be accepted to receive for a specific period. The composition of groups and the maximum volumes will be reviewed periodically. By March 31, 2013, two (2) groups of qualified workers candidates will be admissible to deposit a Québec Certificate of Selection application.
Group 1 – Without volume restriction
Candidates holding a diploma in the training fields highly research by Québec (12 and 16 points on the selection grid) Candidates with a job offer validated by MICC Temporary workers, foreign students having obtain a Québec diploma, and other candidates authorized to deposit their application in Québec (including live-in
caregivers)
Group 2 – Maximum of 14300 files
Candidates holding a diploma in the training fields responding to the need expressed by the Québec labor field (6 points on the selection grid) Candidates with a Québec diploma that does not take part of group 1 (2 points on the selection grid)
Consequently, the qualified worker candidates having a professional profile less in demand on the Québec labor field – that does not attribute any criteria points «training domain on the Québec Selection grid – will not be able to present a Québec Certificate of Selection application during this period.
Business People
Given the importance of the accumulated inventories, the sub-category of Immigrant Investors is equally touched by this measure. A maximum of 2 700 files will be received
by March 31, 2013. A maximum of 215 files of the sub-category of entrepreneurs, and self-employed workers will be received during the same period.
Precision: the management of the demands does not touch the sponsorship of family reunification, or the humanitarian immigration.
Fees
Please note that as of April 1, 2012, the fee applicable to a Québec Certificate of Selection demand for a qualified worker will augment from $CAD406 to $CAD750, which correspond to the real cost. This fee will then be indexed according to the modalities provided for the policy of governmental funding of public services.
Intake of the immigration development of Québec
The planning of admission volumes, stabilized at around 50 000 people immigrated per year for 2012 to 2015, is in no way questioned. What we are looking to reduce are the delays of file treatment, and not the admissions. The immigrating people are a wealth for Québec,and more than ever, their contribution is linked to its development. This is why, the government support the implementation of better management of the demand. This will also permit:
To select more rapidly the specialized workers needed in Québec
To manage the demand in function of the need of Québec and of the capacity to treat the files.
To reduce the treatment delay and, by way of consequence, the inventories.
